Witness slips are an important to the bill process and are used by individuals, groups, or organizations to show support or opposition for legislation. Witness slips may also appear as “neutral”, not choosing to be a proponent or opponent.
Before a bill is heard in committee, the committee chairperson will read the witness slips, keeping track of who supported or opposed the legislation. If certain individuals or groups are opposed or supportive of legislation, legislators will use that information to decide how to vote on the bill in committee.
